During the periodic fluctuations of global industrial product supply and demand imbalances, the capacity evolution of China's paper and pulp industries is crossing national borders and becoming a key variable that influences global trade flows, spot pricing, and asset survival.
Tracking the core of the global forest pulp paper industry: The total global paper and board production capacity is currently increasing at a rate of approximately 3.5% annually, yet the natural growth rate of terminal consumption has remained at a low range of 1% to 2%. This has led the entire industry to be trapped in a systemic overcapacity quagmire, with the global average operating rate struggling only at the margin of micro-profit between 70% and 80%.
During this round of heavy-asset expansion wave, China has played an absolute leading role - between 2020 and 2025, the compound annual growth rate (CAGR) of the main pulp and paper core varieties in China was as high as 5.8%. When the huge new production capacity meets the domestic moderately recovering domestic demand market, the capacity overflow of the entire industry chain and the global reconfiguration have become inevitable.
Looking back at China's heavy-asset expansion path in the paper industry in recent years, the underlying driving force is highly clear: During the period from 2020 to 2025, China's boxboard paper production capacity increased by approximately 26%, and the production capacity of white card paper, mainly used for consumer goods packaging, increased by an astonishing 50%.
The core driving force of this unprecedented investment wave is mainly composed of three factors:
Limiting scale dilution: The leading Chinese paper-making giants firmly believe that "scale is the barrier", hoping to reduce the fixed depreciation per ton and labor per unit by using ultra-large width and 10,000-ton high-speed paper machines to consolidate their dominance in the supply chain;
Low-interest capital boost: The long-term relatively loose domestic credit environment and low-interest financing windows have provided abundant capital ammunition for large manufacturing enterprises, driving them to vigorously promote heavy investment in coastal and riverfront corridors;
Supply chain vertical integration: To break the restraint of international giants on the raw material end, enterprises invested heavily in self-owned pulp plants, thermal power islands, and forest bases, pursuing full-factor self-control.
However, the rapid expansion of production capacity has not been accompanied by a corresponding degree of natural elimination of backward production capacity. The severe reality of supply-demand imbalance has directly pushed the industry to a final question that must be faced: How should the massive paper rolls that cannot be digested domestically be directed?
A net increase of approximately 7 million tons in exports, "anti-internal consolidation" and outward expansion to the sea
The answer has already been revealed in the flow direction of customs containers. Based on the annualized capacity utilization rate in 2026, since 2021, China's annualized export volume of paper has significantly increased by approximately 7 million metric tons. Among them, high-end white card paper (FBB/SBS) and printing writing paper have been the absolute pioneers, while the overseas off-shore delivery volume of household paper (large-spindle base paper, toilet paper, and hand towel) has also been expanding simultaneously.
The current domestic regulatory authorities' macro-control and project pre-review for "internal consolidation-style excessive competition" are being tightened comprehensively. Although this will accelerate the curtailment of new approvals for backward paper machines and force small-scale and high-energy-consuming workshops to exit the historical stage, objectively, it has greatly promoted the concentration of high-quality existing capacity into a few leading groups. The number of active Chinese paper enterprises on the international stage may decrease in the future, but their single-unit risk-resistance capacity, equipment advancement, and scale synergy will reach unprecedented heights.
This advanced production capacity that has undergone brutal domestic selection will, once concentrated and turned towards the international high seas, directly compete with traditional paper mills in Europe, America, and Southeast Asia for the same group of multinational buyers, thereby exerting all-round suppression on the comprehensive operation rate, reported profit margins, and capital expenditure decisions of overseas existing paper mills.
No absolute monopoly is needed to reshape pricing: The cost showdown of Antwerp white card paper
In the pricing mechanism of international bulk commodities, China's paper industry is breaking the old logic that "absolute market monopoly is necessary to influence prices". As long as high-quality Chinese raw paper can appear at overseas ports with a highly damaging landed comprehensive cost, it will be able to directly break the "price agreement" of local traditional paper mills and reshape the psychological anchor of downstream brand purchasers.
A representative industrial micro-sample is the international full-factor cost benchmark calculation of coated white card paper that arrives at the core logistics gateway of Europe, Antwerp Port, in Belgium:
Facing the high industrial electricity prices in Europe, the strict compliance expenses for carbon tariffs, and the high labor welfare costs, modern white card paper products from China and Indonesia, even after adding transoceanic shipping fees, port handling fees and tariffs, still have a terminal landed cost that has a fatal impact on a large number of small and old paper machines in Europe's local market;
This price suppression does not require Chinese raw paper to be lower than all local paper mills at every European port. It is more like a "price ceiling" hanging over their heads - even if the high-cost local paper mills face a significant increase in the prices of raw materials such as wood chips, chemicals, etc., they cannot easily pass on the increase to downstream consumer brand purchasers, because the latter can always present competitive bidding quotations from Asia with great competitiveness.
In this cruel tug-of-war, Chinese producers rely on the ultimate dilution of ten-thousand-ton machines, domestic high-elasticity supporting facilities, and more pragmatic phased profit expectations, demonstrating an anti-impact resilience that many Western counterparts find difficult to withstand.
Strategic breakthrough of the fiber bottleneck: Native pulp production capacity exceeds 40 million tons
It is worth noting that the global competitiveness of China's papermaking industry shows significant differentiation among different paper types:
Corrugated board and fiberboard (restrained by recycled fibers): Although China is a world-class packaging manufacturing country, the export volume of corrugated board and fiberboard is relatively limited. The core constraint lies in the resource endowment of high-quality waste paper raw materials (OCC). Due to the relatively high average recycling times of domestic waste paper fibers, the proportion of long fibers is relatively low, and it is deeply dependent on imported wood pulp or high-quality foreign waste. The raw material procurement cost largely locks its offensive space in the cost war in the European and American markets;
High-end white card paper (breakthrough through native wood pulp integration): White card paper and high-end cultural paper have been able to conquer the overseas market because of China's recent reconstruction of the "native fiber integration" ecosystem.
For a long time, the paper industry has been regarded as a typical "raw materials controlled by others" sector. But in recent years, China's paper industry has launched a magnificent wave of self-building of wood pulp, and in some years, the new production capacity of native pulp even exceeded 5 million tons. Currently, the total designed production capacity of native commodity pulp and self-made wood pulp in China has strongly risen to a high level of approximately 40 million tons.
From fast-growing commercial forests in Guangxi, Guangdong, and Hainan, to the self-made industrial pulp (BCTMP) and chemical wood pulp giant projects across core hubs in South China and Central China, the Chinese paper fleet is building a three-dimensional fiber security net:
Dynamic stabilization of overseas bulk fluctuations: When the spot prices of international commodity pulp are pushed up by geopolitical or production reduction factors, domestic self-produced wood pulp, local wood chips, and wood fibers from near-sea bases such as Southeast Asia can quickly form physical substitutes, smoothing in-transit inflation;
Energy closed-loop reduction of paper production costs: The modern native pulping system can produce white pulp while also through black liquor concentration combustion and gasification of wood harvesting residues, build a high-load biomass energy island, achieve self-sufficiency in heat and power generation. This "fiber self-sufficiency + green electricity self-generation" composite cost reduction mechanism is the real underlying foundation that supports China's high-quality white card paper to travel thousands of miles to Europe and still have strong risk resistance capabilities.
From a passive processor that merely relied on imported pulp and used foreign waste paper for processing in the early years, to now having a control capacity of over 40 million tons of raw wood pulp and holding a globally significant modern paper-making equipment base with a large-scale effect, the capacity expansion of China's paper industry is by no means a simple case of low-price dumping. It is essentially a profound reshaping initiated based on the reconstruction of advanced manufacturing costs and the vertical integration of all-chain elements against the traditional global division of labor. During the long period of stable global demand in the existing market, the transoceanic reshuffle triggered by China's paper fleet has just entered the deep waters where the real essence can be truly revealed.
