On April 12, 2016, Australia launched an anti-dumping investigation into imports of A4 copy paper from Brazil, China, Indonesia and Thailand, and an anti-subsidy investigation into A4 copy paper from China and Indonesia. On 17 March 2017, the Australian Anti-dumping Commission issued Notice No. 2017/34, terminating the anti-subsidy investigation into the products involved in Indonesia. On April 19, 2017, Australia made a final affirmative anti-dumping and countervailing ruling on the products involved in the above countries, ruling that the dumping and subsidy margins of China's products involved in the case were 3.1% ~ 34.4% and 7.0%, respectively. The dumping margins of the products involved in Brazil, Indonesia and Thailand were 2.9%, 12.6% ~ 45.1% and 13.4% ~ 23.2%, respectively.
On April 28, 2020, Australia launched an anti-circumvention investigation on A4 copy paper weighing 70 grams to 100 grams per square meter imported from China. On March 19, 2021, Australia decided to expand the range of products imported from China to 67 grams per square meter to 100 grams per square meter from April 28, 2020; Anti-dumping duties and countervailing duties are imposed on A4 copy paper weighing 67 grams to 69 grams per square meter.
On July 2, 2021, the Australian Anti-dumping Commission issued Notice No. 2021/082, stating that in response to the application submitted by the Australian enterprise PaperAustraliaPtyLtd, Launched the first anti-dumping investigation on A4 copy paper of 70 grams to 100 grams per square meter originating in China, Brazil, Indonesia and Thailand Launched the first countervailing sunset review investigation on A4 copy paper of 67 grams to 69 grams per square meter in China. On March 31, 2022, Australia decided to impose anti-dumping duties on the products involved in the above countries in a combination of fixed and changeable ways, respectively, Brazil 8.1%, China 3.0% ~ 10.0%, Indonesia 59.7%, Thailand 0.9%; A 7.0% countervailing duty was imposed on the Chinese products involved.
On 5 May 2023, the Australian Anti-dumping Commission issued Notice No. 2023/028, To review the existing anti-dumping measures on imports of A4 copy paper weighing 70 g/m2 to 100 g/m2 from Brazil, China, Indonesia and Thailand and the need to continue countervailing measures on A4 copy paper weighing 70 g/m2 to 100 g/m2 from China. The Australian Customs codes of the products involved are 4802.56.10.03 and 4802.56.10.09.
