In order to accelerate the construction of a modern industrial system and promote new industrialization, the Opinions propose that by 2030, the green and low-carbon transformation of the manufacturing industry will achieve remarkable results, the overall green development level of traditional industries will be improved, the industrial structure and layout will be significantly optimized, the proportion of green and low-carbon energy utilization will be significantly increased, the comprehensive utilization level of resources will be steadily improved, and the intensity of pollutants and carbon emissions will be significantly reduced. Total carbon emissions have peaked, emerging industries are playing a more prominent role as engines for green growth, their scale and quality have been further improved, the proportion of green and low-carbon industries has increased significantly, new forms of business with green integration have emerged, the basic capacity for green development has been significantly improved, and green and low-carbon competitiveness has been further enhanced.


By 2035, the internal driving force for the green development of the manufacturing industry will be significantly enhanced, carbon emissions will decline steadily after peaking, carbon neutrality will steadily improve, green and low-carbon competitiveness in the global industrial chain and supply chain will become prominent, and green development will become a common form of new industrialization.


We will promote green, low-carbon optimization and restructuring of traditional industries


The "Opinions" proposed to promote the green and low-carbon optimization and reconstruction of traditional industries. Accelerate the optimization and adjustment of traditional industrial product structure, energy use structure, raw material structure and process reengineering, and enhance its position and competitiveness in the global division of labor. Build a clean, efficient and low-carbon industrial energy consumption structure, and orderly promote the replacement of coal reduction in key energy industries; Encourage qualified enterprises and industrial parks to build industrial green microgrids, promote the efficient and complementary use of multiple energy sources, and use renewable energy in large scale and high proportion in nearby areas; We will accelerate the electrification of terminal energy use, expand the field of electricity substitution, and increase the proportion of green electricity consumption.


By 2030, the recycling of major renewable resources will reach 510 million tons, the comprehensive utilization rate of solid waste in large-scale industries will reach 62 percent, the proportion of renewable energy used in electrolytic aluminum will reach more than 30 percent, the proportion of short-process steel making will reach more than 20 percent, and short-process synthesis technologies such as olefin and ethanol by syngas one-step process will achieve large-scale application.


At the same time, guide the regional green low-carbon optimization layout. Adhere to the national game, take into account regional industrial base, resource endowment, environmental carrying capacity and other factors, and promote the traditional industries to form a cluster, differentiated green and low-carbon transformation pattern. We will give full play to regional characteristics and strengths, balance factors such as productivity, energy, resources, and market demand in an integrated manner, support the central and western regions and Northeast China in carrying out industrial transfer in an orderly manner, and avoid low-level duplication of development.


We will promote the green, low-carbon and high-starting point development of emerging industries


"Opinions" pointed out that it is necessary to speed up to make up for the green and low-carbon weaknesses of emerging industries. In the field of new generation information technology, guide data centers to expand the proportion of green energy utilization, promote the application of low-power chips and other technical products, and explore the construction of market-oriented green and low-carbon computing power application systems. In the field of new energy, accelerate the research and development and industrial application of new solid waste comprehensive utilization technologies such as waste photovoltaic modules and wind turbine blades. In the field of new energy vehicles, improve the comprehensive utilization system of used power batteries, and promote standardized recycling and hierarchical resource utilization. In the field of new materials, research and development and application of technologies such as intensive utilization of co-associated ore and tailings, large-scale utilization of industrial solid waste, and high-value utilization of renewable resources will be carried out to improve the ability to secure strategic mineral resources such as rare earth and rare metals. In the field of high-end equipment, we will accelerate the innovation and industrial application of key remanufacturing technologies such as additive manufacturing, flexible molding, non-destructive testing and dismantling, and promote the remanufacturing of high-tech and high-value-added equipment.


We will strive to build the advantages of green and low-carbon industries on the long board, vigorously develop green and low-carbon industries, and increase the proportion of green and low-carbon industries such as green environmental protection, new energy equipment, and new energy vehicles. Strengthen the division of labor and cooperation in the green and low-carbon industrial chain, support leading enterprises to strive for the manufacturing industry leader, accelerate the industrial chain extension and strong chain, create a number of single manufacturing champion enterprises in the key links of the industrial chain, cultivate a number of specialized and special new "little giant" enterprises, and strive to enhance the competitiveness of the whole industrial chain. We will promote the deep integration of emerging technologies such as the industrial Internet, big data, artificial intelligence, and 5G with green and low-carbon industries, explore the formation of technologically advanced and commercially viable application models, and form new driving forces for industrial growth.


In addition, it is also necessary to plan the layout of hydrogen energy, energy storage, biological manufacturing, carbon capture utilization and storage (CCUS) and other future energy and future manufacturing industry development. Focusing on the demand for hydrogen in petrochemical, chemical, steel, transportation, energy storage, power generation and other fields, we will build a technology and equipment system for the whole industrial chain of hydrogen energy production, storage, transportation, and use, so as to improve the technical economy of hydrogen energy and the completeness of the industrial chain. Focus on various application scenarios of energy storage in power systems such as power supply side, power grid side, and user side, develop new multiple energy storage technologies, create energy storage technology product matrix required for new power systems, and realize large-scale application of energy storage on multiple time scales. Give full play to the environment-friendly advantages of bio-manufacturing, such as strong selectivity, high production efficiency and less waste, focus on the fields of light industrial fermentation, medicine, chemical industry, agriculture and food, and establish the core strains and key enzyme creation technology system of bio-manufacturing. Focusing on the improvement of energy efficiency and cost reduction in the whole life cycle of CCUS technology, technology research and development and demonstration of CCUS coupling with industrial processes, carbon dioxide bioconversion and utilization are carried out.


We will increase support for green finance


In terms of improving the basic capacity of the green development of the manufacturing industry, the "Opinions" require that the fiscal, tax, financial, investment, price and other policies supporting green development be improved, the implementation methods of policies be innovated, and a long-term mechanism for promoting the green development of the manufacturing industry be gradually established. We will give full play to the role of national platforms for industry and finance cooperation, increase support for green finance and transition finance, and make good use of structural monetary policy tools such as carbon emission reduction support tools.


At the same time, existing government investment funds are encouraged to cultivate and incubate new industries, new business forms and new models in green and low-carbon fields in accordance with market-based methods. We will give full play to the positive incentive effect of preferential tax policies, and implement favorable tax policies for the promotion and application of green technologies and the conservation and recycling of resources, so as to ensure that eligible market entities should enjoy the benefits. We will improve the management system for industrial energy conservation, improve relevant policies and regulations, and urge enterprises to strengthen compliance and rational use of energy in accordance with laws and regulations. We will take into account the performance of energy consumption and environmental protection, and improve the tiered electricity price system and the water price policy. We will improve the supporting system of the national carbon emission rights trading market, study the orderly expansion of the coverage of industries, and coordinate the development of carbon emission rights trading, energy rights trading, green electricity and green certificates trading and other markets.


In addition, the "Opinions" pointed out that the construction of green manufacturing "comprehensive benchmark" and "single benchmark" in the subdivision of the benchmarking cultivation system, to create a leading force for the green development of the manufacturing industry. By 2030, the output value of green factories at all levels will account for more than 40% of the total output value of the manufacturing industry.
